From July 1, 2025, consumed services will be priced with a VAT of 22%. The first invoices with the new prices will be issued by Elisa to business customers in August 2025. The invoices issued to Elisa customers in January will have December's VAT, so these invoices will still be at the so-called old price (VAT 20%).
VAT does not change for services with a VAT rate of 0% (donation lines, insurance, and contractual penalties). VAT will also not increase for services with a VAT rate of 9% (Elisa Raamat).
The VAT rate increase will apply from July 1, 2025, to all consumed services and purchased devices with a VAT rate of 22%. The rental prices of devices will also change by the amount of the VAT rate increase.
For installment and hire-purchase agreements concluded up to 30.06.2025, the price will not change, as VAT is declared on the sale of the asset in the month the agreement is concluded. For rental services, the monthly fee will change by the amount of the VAT rate increase starting from July 1, 2025.
The prices of Elisa services for business and private customers will change from July 1, 2025, by the amount of the VAT rate increase.
Elisa will only increase the VAT rate from 22% to 24%. A 2 percentage point increase in the VAT rate means a change in the final price of 1.64 percent.

Since there are many price changes and updating the systems takes time, it may happen that in the first week of July, unchanged prices are displayed on Elisa's external website, but the invoices issued at the beginning of August will have the correct prices.
For services consumed in June, the invoice will be issued at the beginning of July, and the VAT rate increase will not be added there. The VAT rate increase will be applied starting from the July 2025 services, which will be invoiced at the beginning of August.
We will inform all customers about the change in the way chosen by the customer.
Paper notifications will be sent out together with the December invoices, which will reach the customer in January.
E-mails will be sent out during January.
Customers who have chosen self-service as the notification channel will receive the notification in self-service.
VAT will increase on all services and goods in Estonia. In the case of a VAT rate increase, contract termination takes place under standard conditions. The customer does not have the right to terminate the contract without a contractual penalty.
The price changes resulting from the VAT rate increase for premium-rate call service numbers, message service numbers, and m-commerce are decided by the service providers. All valid prices can be found on Elisa's website.
The VAT rate increase will also apply from July 1, 2025, to prepaid card services, and from July 1, 2025, prepaid card services will change by the amount of the VAT rate increase.
We will inform all Elisa and ZEN prepaid card users via SMS to their prepaid card number. Elisa internet card users will receive the notification in self-service.
